sheena parveen is tracking the fog and rain. >> storms are moving in. fog is settling in. not a good combination. the storms moving up the i-95 corridor into new castle county near newark some strong thunderstorms. heavy rain near smyrna moving into south jersey. lancaster and reading and it will move to north. fog settling in, 2 1/2 mile visibility. we'll be dealing with fog for the morning commute and a few areas of light rain or drizzle in the morning. so by 7:00 a.m. when you head out mid-60s, fog and drizzle. by 11:00 chance of showers. more thunderstms in the forecast before the week is over. i'll show you the timing of that

coming up. new tonight the countdown to a strike on septa's regional rail. more than 100,000 commuters could be impacted as soon as saturday. the newest strike possibility comes months after septa's city division threatened to walk off the job. george spencer has been following the agency's labor troubles. the two sides don't meet again until friday. >> reporter: that's right. a planned meeting for today didn't work out because of scheduling problems. it will go right down-to-the-wire on friday. union leader told me tonight his workers will strike on saturday unless septa changes its stance. as regional train stations hum into the evening, a ritual could be halted by a strike as soon as saturday.

euphoria davis' whole family rides. if these trains stop you guys would be in trouble? >> yeah. >> reporter: 126,000 commuters a day rely on 14 regional rail lines through pennsylvania suburbs, north delaware and trenton. but the division's 400 employees have been working understand an expired contract for at least four years and lengthy mediation has been fruitless. >> this would be a big inconvenience >> yeah. >> reporter: as things stand right now when a final cooling off period expires septa says it will automatically impose the same wage increases it's already given to other unionized workers but regional rail leaders say that is unacceptable because they haven't been offered the full compensation package including pension enhancements given other divisions. the union says it will strike at 12:01 saturday morning. >> there's a lot of people that get off and on the train. >> reporter: a lot of people rely on it.

>> definitely. >> reporter: governor corbett could order emergency mediation but tonight his office wouldn't say if they had any plans to step in. >> i have to figure out how to reach that route and how to navigate the bus system which i've never done before. >> reporter: regional rail is subject to federal oversight meaning the president could also order that emergency mediation. that would delay any possible strike by eight months but at this point it doesn't seem like either side thinks additional time would be of any help. we're live tonight in windwood, george spencer. a man is arrested after last night's sniper scare near new york's lincoln tunnel and we learned he has ties to our area. donald wallace's last known address was in philadelphia. he called 9/11 and said the

sniper is here in your city. he claimed the gunman was on a rooftop with his sights on the lincoln tunnel. authorities swarmed the scene snarling traffic. he made one mistake. he didn't shut off his phone and tracked down later and arrested in new york city. new tonight philadelphia police are looking for who threw soda bottles filled with household chemicals in the lawncrest neighborhood. they didn't explode or cause a fire. a man inside the house got some of those chemicals in his eye. he's being treated by paramedics. a beloved philadelphia store owner is beaten unconscious during this robbery and surveillance cameras recorded the entire thing. nbc 10's denise nakano talked to employees and what sparked the attacker. >> reporter: this is where it all happened. the victim hit the silent alarm and that seemed to set the robber off.

workers say the crook didn't have to take it as far as he did. surveillance video from inside the m&m food market shows the long time owner compiling with a robber's demands. >> he threw his hands up right away. he gave him everything he wanted. he gave him cash from his pocket and the register. even picking up what dropped on the floor and handing to it him. for the length the victim went to cooperate what came next makes his long time employees cringe. >> upset. enraged. disgusted. >> reporter: the robber caught the owner hitting a silent alarm. that's when he was hit in the head being knocked up. >> he said come down help me i've been robbed. >> reporter: he suffered a broken eye socket. this man who asked not to be identified concerned over his safety has worked for the victim for 12 years.

>> he's like my dad. i still get emotional thinking about it because he helps everybody out. we're always in here. one time no one is in here this happens. >> reporter: the robber was armed with a gun. workers are angry and are putting the word out they want this man caught. >> pray this dude either karma hits him hard or somebody calls and gives us a hint. you ain't got to leave your name. just call and say i know the person that round that store. >> reporter: dozens of customers have come by the store asking about the owner and his safety. you can call the philadelphia police if you have any information and can remain anonymous. happening now a major construction project on busy i-95 in philadelphia the work to restore the highway has been postponed for two days because of weather. but crews blocked off the northbound lanes between girard and allegheny avenues and be out there until 5:00 tomorrow

morning. part of a larger project which is expected to take nearly four years to finish. new information tonight about conditions under delaware bridges a review order by the state transportation secretary now shows items are being stored under several major spans. the review was ordered after engineers set a massive amount of dirt under the i-495 bridge that was suspected of causing the shifgt. results show that 14 of 29 bridges checked had materials or vehicles stored under them including buses. it also found 21 of the 29 bridges have no right-of-way fencing much repairs to the 495 bridge will run through the summer. the philadelphia district attorney added charges against the we feel philadelphia mother and her boyfriend who were arrested after the woman's 6-year-old daughter was caught with heroin at school. christopher white is charged with endangering the welfare of a my mother and possessing marijuana. the child's mother marie00

certificate charged with endanger the welfare of a minor. both charges have to do with the condition of the home not drugs. this is the child's mother yesterday as police escorted her from john berry elementary. a teacher saw her 6-year-old daughter showing her classmates a dozen packets of heroin. in this case police charged white and wallace with possessing narcotics and endangering the welfare of a child. delaware mom said her son saved her life. this happened before 6:00 last night at the foxwood apartments in newark, new castle county. patricia buckworth and her son were in their ground floor apartment. their neighbor barged in and fired shots exactly why is still unclear. patricia tells nbc 10 her son threw himself in front of her and shot twice. tonight he's in critical condition. the neighbor shot and killed

himself. the truck driver accused in the deadly crash that injured comedian tracey morgan has pleaded not guilty. he made his first court appearance in new jersey today. he's facing charges that include death by auto. police say roeper swerved to avoid slow traffic on the new jersey turnpike saturday and plowed into more against's limo. morgan and two others suffered serious injuries. fellow comedian james mcnear was killed. roeper hadn't slept for more than 24 hours before the crash. police in camden county are urging people to take precautions after two separate bear sight ings in winslow township. this bear was near bates road as the animal tried to hop a fence. police say when these bears wander into neighborhoods they are looking for food. don't put our your trash until

collection day and if you see a bear don't approach it. republicans are trying to plan their next move after the defeat of house minority lead eric cantor in the virginia primary last night. cantor announced today he'll resign as majority leader by the end of next month but will remain in congress until his term ends in january. the move could lead to a big shake up in republican leadership ahead of november's mid-term elections. cantor lost to tea party candidate david brat. cantor said he has no regrets about his campaign. >> there's a balance between holding a leadership position and serving constituents at home but never was there a day that i did not put the constituents of the seventh district of virginia first and i'll continue to do so. >> as for who might replace cantor as important it leader gop whip kevin mccarthy of california and a congressman from texas will run. paul ryan said he's not interest

27-year-old devon butler is part of an ocean scavenging dive team. a spokesperson for aqua quest said the team had permits for five guns for protection against pirates but when team arrived police took them off the boat, arrested them and charged them with gun smuggling. we spoke to butler's family today. >> it's unjust. it's not right. it's illegal. and they need to be where they are safe. they did nothing wrong. >> congressman mike fitzpatrick said he's urging the honduran government to release the men. don't dump here. that's the word tonight from chester city residents fighting a local company that inis innerates tons of trash from out of state. nefertiti jaquez was there as neighbors voiced their concerns about air quality to city

leaders. >> reporter: several chester city residents are fuming and they voiced their concerns in front of the planning commission. they say they don't want new york city garbage shipped to and burned here for the next 20 to 30 years. >> the plant is burnerer and anything that burns goes up in the air. >> reporter: they feel this city meeting is the first chance they had to influence any decision-making of the future of the facility near their homes. new can't breathe the air. they have to take into consideration residents. they want to make that industrial then buy those properties and make it industrial. >> reporter: their anger comes after one of the largest wait in inceration companies in the country. representatives with the company proposed building a facility for emptying rail containers.

>> this proposal is to enable us to accept waste that moved by rail and there's no increase in the amount of waste that we would receive on a daily basis and no increase in the processing rate of the facility. >> reporter: while the company makes it clear their facility is monitored by the depth of environmental protection, residents say they are not buying it and tell us the issue goes beyond today's proposal. >> part of it we really want something done. >> reporter: the planning commission didn't vote today. they would would like tour the facility before they make their final decision. they will take the issue again in 30 days. tonight a brand new outdoor concert venue kicked off a summer series in delaware county. we're talking about the 1500 seat sun center in aston township.

thunderstorms starting with the overnight hours tonight i'll show you the radar in just a minute. and for the rest of the week but the good news is it all clears out just in time for your weekend. right now in philadelphia, visibility has dropped already to six miles. temperatures 63 degrees. so it is still on the cooler side. for other parts of the area visibility keeps dropping. mount holly two miles. lehigh valley five miles. millville two and a half miles visibility. fog will roll in tonight and we're watching thunderstorm activity. so it is continuing to move through delaware. at this point most of the thunderstorms in delaware are confined to parts of new castle county north of smyrna. these are moving into salem and cumberland county. along the i-95 corridor and village green, delaware county as well. this is all going to continue moving basically from south to

north. all part of a big cluster that's been to our west and southwest all day but now finally moving in. lancaster county seeing heavy rain, lightning west of reading. that's where we have one heavy thunderstorm with a lot of lightning. between we'll keep watching this as we go through tonight. all moving up through the area and this will be mostly gone when you wake up in the morning. future weather here pretty much leaves it out of the area by 8:00 a.m. we'll be seeing the fog in the morning, few areas of drizzle and by the afternoon more showers and storms. friday, we're starting off with more clouds and rain and then more storms as we go into the afternoon. so once again it's going to be a very wet into the next couple of days but what good news is it clears up in time for the weekend. tonight fog and drizzle chance of thunderstorms as we go through the overnight hours. tomorrow morning fog again. showers and storms through the day temperatures mid-to-upper 70s. going into your friday we're in the low 80s showers and storms will be around 2:00 so remember that through the day friday.
